Sinaloa Cartel Might Run Mexico’s New Cannabis Industry

As Mexico prepares to open its legal recreational cannabis industry, the question of who will really run it becomes relevant in a country dominated by drug cartels. New reports indicate the Sinaloa cartel is looking to take over Mexico’s new cannabis industry.

Are you the kind of person who stopped using cannabis because the THC was too much for you? Happens to a lot of people. For some, using delta-8 THC provides the same beneficial qualities, but with less anxiety and less psychoactive effect. Just getting the laws through has proved to be quite a challenge for the Mexican government. Whether this is because of disputes between parties over things like taxation and local farmer protections, or over concerns about how this industry will fit into a cartel dominated country, is hard to say. As the next deadline for legislation looms ahead, reports indicate the Sinaloa cartel has made it clear that when Mexico’s new cannabis industry opens, it plans to take control.

How did Mexico become legal?

Mexico did not establish its new cannabis legality like the other legalized countries. Rather than it pass by way of a bill that makes its way through government, Mexico’s cannabis legalization came through its court system. Due to jurisprudencia in Mexico, if five supreme court rulings are made on a specific topic, that are all the same, and consecutive, the ruling becomes binding for all lower courts. If a court can only rule a certain way, it becomes a legally binding measure. In this case, since the current legislation of the country does not match these supreme court rulings, the legislative arm stands in contradiction to the judiciary arm, requiring an update in laws.

Until this happens, Mexico is left in a strange position. Written laws tell police officers they can bust a person with over five grams of marijuana, but judicially, so long as the cannabis was for personal use, and doesn’t go over about an ounce, the courts cannot find the person guilty of a crime. In fact, they likely won’t even hear the case if it’s a clear-cut personal possession or personal use case. Does this go for all cannabis crimes in Mexico? Certainly not. The old rules still apply both legislatively and judicially. If you’re caught selling marijuana, growing it commercially, or trafficking it around the country or across borders, you don’t get out of a punishment, which could be anywhere from 10-25 years in prison.

Mexico and cannabis

In Mexico, due to a 2009 decriminalization measure, amounts of up to five grams of cannabis are allowed, with more than that capable of incurring prison time. Cannabis cultivation is actually the direct subject of the string of court cases that pushed through this legalization. Updates to the Federal Criminal Code have already decriminalized personal cultivation for first time offenders. Other circumstances can incur prison time, since commercial growing is still illegal.

Why hasn’t it happened yet?

The supreme court rulings that established jurisprudencia happened between 2015-2018. The original date for the legislative branch of government to update its laws to be in concert with the court system, was the end of 2019. When this date approached and the laws were not passed, the date was pushed to April 30th of 2020. Due to other issues, perhaps coronavirus related (perhaps not), the date was once again pushed to December 15th 2020. Once again, the Mexican government could not get its stuff together, and it was pushed off yet again until April 30th, 2021.

Of course, since there doesn’t seem to be a measure set that mandates the government to finish by this new date, we have no way of knowing if the government will push it off once again. With mounting pressure from within to solve this legal gray area issue that was created, along with the rest of the world watching Mexico expectantly, it seems there’s added stress put on Mexico to just get it done.

When the government pushed it off this last time, the complaint was about the complexity of the issue, and the need for more time. Of course, with so many places globally that have already set up regulation systems for recreational marijuana, it sounds silly that Mexico can’t seem to figure it out. It’s like the US having the rest of the world to look at for healthcare models, and then complaining about not knowing how to put together a working healthcare system. In both instances, enough information exists on how to do it, and how to deal with different and opposing needs. The better question becomes, is there another reason that this isn’t being done timely or correctly?

The Mexican cartel violence issue

To say that Mexico has issues with cartels and drug violence is the understatement of the year. This implies two things though, one which is often overlooked. The first is the violence itself and the damage to society. The second – while it’s never actually said this way – might be the more important factor to governments, and that’s the lost revenue for governments because of illegal black-market operations being carried out by these cartels. Which really holds more water in the end? Your guess is as good as mine. But let’s take a look at both factors.

According to the Council on Foreign Relations, Mexico has more than 200 drug trafficking cells, which have caused approximately 150,000 deaths since 2006, and are responsible for 150+ deaths of candidates and politicians just leading up to the 2018 election. That last piece of information should be remembered when considering what could be holding up the politicians passing the legislation meant to cut cartels out. In 2018 alone there was a 15% increase in cartel-related homicides, with a whopping 33,341 murders that year. This increased even more to 34,500 homicides in Mexico in 2019 – though this might not all be attributable to cartels. This number stayed about consistent with approximately 34,523 murders in 2020.

This cartel issue stems from the 1980’s when Mexico’s criminals instituted a certain amount of organization between them as a way to split regions, trafficking routes, and to establish new businesses. This wasn’t a smooth operation, and competition between the organizations led to fighting over territories and operations. This was compounded by Mexico in 2006, when the government actively got involved, bringing in the military to combat the cartel violence at the behest of then president Felipe Calderon, and with US backing from the Bush administration.

This strategy was reformed by President Enrique Peña Nieto in 2012, who attempted to move away from more violent measures, instituting policies more directly related to improving public safety and law enforcement reform. This helped for a bit, but went down the drain when a power struggle erupted in one of the biggest cartels – Sinaloa – due to a void left by the final arrest and extradition of the cartel’s leader Joaquin Guzman (aka El Chapo) in 2017. It was around this time that murder rates started increasing to the more recent numbers mentioned previously.

And the money?

Remember that second reason I gave for why governments aren’t so into cartels? They lose a lot of money to them. Period. Like any illegal industry, getting hard numbers is difficult, but there are plenty of estimates for how much money drug cartels bring in – and away from standard markets. There is no standard way to make these estimations, but many studies assess things like drug consumption and the street value of drugs. These numbers (much like murder statistics which vary by publication), are all over the board, ranging from as low as $3.9 billion to as high as $29 billion.

In a report by the UN in 2011, it was estimated that at that time criminal organization revenue globally accounted for an entire 1.5% of the global GDP, which was equivalent to $870 billion in 2009. In a 2017 study conducted by the Global Financial Integrity, a think tank out of Washington, DC, which studies illicit money flows, the approximated retail value of drug-trafficking crimes transnationally was between $426-$652 billion globally.

When it comes to Mexico specifically, according to the White House Office of National Drug Control Policy, the 2006 estimate for cartel income derived from drug trafficking was $13.8 billion from sales to the US alone, with $8.5 billion of that specifically related to the marijuana trade. A 2007 report from the Government Accountability Office put the number at $3.9-$14.3 billion in 2005 for just the marijuana trade, with an average of $15.5 billion for all drug trafficking in Mexico, if taking the midpoint of the range for each drug category.

The Department of Homeland Security in 2010 put the number between $19-$29 billion a year. In a 2011 report, the U.N. Office of Drugs and Crime put the number at $11 billion annually. A Reuters report from 2018 stated cartel revenue is approximately $21 billion per year. Another 2018 report by the Congressional Research Service put the number between $5-$7.5 billion, and a Rand study from 2010 set the range at $6-$8 billion.

It should be remembered that these numbers come from different years, sometimes come from offices or organizations that can benefit from having specifically higher or lower numbers, are not calculated by any standardized measures, and unless noted, apply to all drug trafficking, not just cannabis-related. The one thing outstanding about all these numbers is that they’re very high. No matter which report is closest to fact, the one thing we know is that a lot of money is being made by Mexican cartels.

Will the Sinaloa cartel run Mexico’s new cannabis industry?

It’s hard to know exactly what will happen when transferring an all-illegal black-market industry into an above-board legal industry. Logically, anyone making money off such a black-market industry is probably going to try to find above board ways of keeping that income, should it become untenable to maintain the old system.

Since the 1980’s, one of the biggest and most powerful cartels in Mexico is the Sinaloa cartel. Recent publications have fingered cartel operatives as explaining how the Sinaloa cartel is planning on taking over Mexico’s new cannabis industry by importing stronger strains of cannabis, and finding ways to infiltrate into the legal market.

This really shouldn’t come as a surprise though. If proponents of drug reform actually thought that something like marijuana could be made legal in a place like Mexico, without those who are already cultivating it and selling it finding a way to keep their business, then it doesn’t say much for the intelligence or critical thinking abilities of those in office.

Did someone from the Sinaloa cartel really make these statements? Maybe. Maybe not. Does it matter? No! Because this was always what was going to happen, and once again, anyone surprised by the idea of it, hasn’t been paying attention to history, or reality. In fact, the better question – and concern – is, how bad will these cartels be fighting it out to control this industry? It could very well be that not only will this new legislation not take money away from cartels or curb cartel violence, but that it might increase both earnings for the cartels, and the violence between them. Essentially, this legislation is like a major land grab, and right now, a lot of criminal organizations that have already been working in this vein, are going to want it.

So, will the Sinaloa cartel take over Mexico’s upcoming cannabis industry? Maybe. Maybe not. But the one more sure fact of this matter, is that the cannabis industry, will undoubtedly (I know that’s a big statement…) be run by cartels. Technically this is just my opinion, but very little indicates it would go any other way.

Conclusion

Personally, I expect that one of the biggest issues with Mexico passing this cannabis legislation is the large number of politicians who have been taken out for not acting according to cartel desires. I certainly wouldn’t want to vote for something that might very realistically get me shot in the head. Unfortunately for Mexican politicians, this is the situation at hand. Europe THC Limit Might Be Increased to 0.3%

Big day for European hemp farmers and the CBD industry as the allowance of THC in industrial hemp was voted on by Parliament. While still low compared to countries like Switzerland, this Europe THC limit increase would certainly loosen things up.

Hemp farmers in Europe have been pushing for change for quite some time. The .2% THC limit that was instituted many years ago has been making it difficult, and decreasing the amount of strains possible to use. Now, Parliament has voted to increase that maximum to .3%, included in the Common Agricultural Policy reform. But will it actually go through?

Where did .2% come from?

The first time a standard was set for a Europe THC limit in industrial hemp, was in 1984 when it was put at .5%. This was lowered in the 1970’s to .3%. At that time, .3% was the line that separated low-THC hemp (usually high-CBD flowers, but also high-CBG strains exist) and high-THC cannabis. In 1999 this dropped down again to the .2% that its been since, with the original aim being to prevent high-THC marijuana from being grown in low-THC industrial hemp fields. The proposal to increase the THC limit is not new, and has been pushed for quite some time.

Before going any further, it should be pointed out that between the date in the 1970’s when THC limits were decreased to .3%, and 1999 when they were decreased further to .2%, Europe was functioning at .3% THC in hemp, and without any massive, adverse issues. It means that for at least 20 years of time, this standard was in place, which makes it almost silly that it would have to be argued for later, or that an argument against raising from .2% to .3% would be based on a fear of bad effects to people or business. If it didn’t happen in the 20+ years of recent history when it was the norm, how would it pass as a reputable argument now?

It also shines a light on this idea that we can’t learn from history or trust it at all. Cannabis has been used for thousands of years with plenty of evidence for how, when, and where. Yet it’s mainly treated like this history is meaningless, with paid-for research studies being the bottom line, when often they are not. This inability to learn from history is frustrating, and it becomes all the more obvious how much of an issue it is, when Europe makes arguments about not raising a THC limit to a level it had already functioned perfectly at for years.

It should also be noted that while this vote was made nearly a week ago, that no large publications have covered it all. In fact, the only publications to cover the news are hemp-related.

Why it matters

If a person didn’t know much about cannabis, they might expect that THC could simply be removed at whatever percentage is necessary. Unfortunately, that’s not how it works, and different strains of hemp have different amounts of THC. Not only that, CBD often goes up in proportion to THC, meaning that a lot of strains have been counted out since in order to get the level of CBD, it would mean accepting over .2% THC. While raising to .3% doesn’t make it all inclusive, it would make it so that more strains can be grown.

Is it a done deal?

Unfortunately, not. While its great that Parliament made the vote, the decision does not rely solely on Parliament. The policy for adopting and/or amending legislation in the EU is for three different bodies to approve, or come to some decision. The vote last week was not to pass legislation, but merely to establish the opinion of Parliament on the Common Agricultural Policy reform proposal.

In order for it to actually go into effect, there are two more bodies that have to approve: The Council of the European Union and the European Commission. The three bodies are slated to begin negotiations on the agricultural policy reforms come mid-November. This assuming that issues related to the Coronavirus don’t force postponements.

What are the reforms?

A broad-ranging agricultural policy includes all kinds of laws, however the only ones of concern here, are the ones related to growing hemp. The two amendments to the Common Agricultural Policy of note to cannabis-news followers are these:

  • Amendments 8 & 93 – to raise the current allowable THC amount in industrial hemp from .2% to .3%.
  • Amendment 234 – Allows hemp to be covered by marketing standards for the EU so that products can eventually be graded according to appearance, consistency, characteristics, and restrictions. This includes labeling, packaging, production methods, etc.

Implications

The CBD industry has boomed exponentially in the last few years. In January of 2019, the EU amended its Novel Food Catalogue to include extracts of cannabis sativa L. like CBD. Being added to this category means that cannabis extracts are considered to have no demonstrable history of consumption. Looking at history, we know this isn’t actually true at all, but once again, history was ignored in favor of regulation tactics. Though the Novel Food regulation isn’t binding, most countries seem to go by it as a rule, and it could very well be that Europe pressures them to do so (though this is only supposition). Before any product can be placed on the market, it requires a safety assessment under Novel Food regulation (which again, isn’t actually binding).

Prior to 2019, extracts of cannabis in which CBD had higher levels than in the actual plant were considered novel, but nothing else. Cannabis sativa L. could be grown at that time so long as the specific strain was registered in the EU “Common Catalogue of Varieties of Agricultural Plant Species”, and with a THC level not above .2%. Essentially, adding cannabis extracts to the Novel Food list made it that much more restrictive to sell CBD products. Though this new update to the Common Agricultural Policy wouldn’t exclude hemp from Novel Food regulation (which is about to be updated again), it would at least ease some of the restrictions that are put on it, and the products that can come out of it. When an industry is so restrictive on so many fronts, any amount of loosening of the rules allows for more general freedom.

The European Industrial Hemp Association is viewing the parliamentary vote as a success, and in a way it is, but it’s not the end of the story. These updates do not have to be approved, or used, if the two other governing bodies decide they’re out of line. In this way, this vote is really just a stepping stone in a much longer process, for which it’s still impossible to know the ending.

Conclusion

It’s hard to tell which way legislation will go. Europe tends to lean more towards loosening restrictions than other locations, but at the same time, goes back on itself constantly. Simply adding cannabis extracts to the Novel Food category was a step backwards, made only 1.5 years ago. It might be hard to imagine Europe not taking up the agricultural recommendations, but nothing says it has to either. So while the European Industrial Hemp Association rejoices, it might be a bit soon. When it comes to cannabis regulation, things don’t tend to make sense…nearly anywhere. So expecting a straight line to legalization, is expecting way too much. Maybe the Europe THC limit really will be raised. And maybe it won’t be. But it’s just too soon to say.

German Cannabis Flower Market is Ready to Explode

Germany has the largest legal medicinal cannabis flower market in the EU, and it’s about to expand out even further. With imports coming from Canada and even Uruguay, the German cannabis flower market is, indeed, ready to fully explode.

Germany has been growing its medical cannabis market in the last few years. According to worldstopexports for 2019, Germany imported $240 million worth of cannabis oil – or 7.8% of all cannabis imports for the year, making it the second largest importer behind the US. In that same time period, it also exported $230 million worth of cannabis oil – or 8% of the market for the year.

Now, the emphasis is more on cannabis flowers, and Germany sure isn’t slowing down. In July, Germany released data on medical cannabis imports for Q1 and Q2 of 2020. Q1 showed an increase of 16%, while Q2 showed an increase of 32%. It should be remembered that Q2 of 2020 was when the coronavirus was at its worst, and lockdown measures were strictest.

Prior to this year, Germany imported approximately 3.1 tons of cannabis flower in 2018, and 6.7 tons in 2019. During this time, Germany requested additional imported cannabis from the Netherlands to help with supply shortages it was experiencing. The increase this year in imports is related to the rise in new patients in Germany, as well as the addition of new cannabis exporting countries. Approximately 60,000 Germans are registered to use medical cannabis as of June 2019. That number has likely risen substantially since that time.

A little about Germany and cannabis

Possession of cannabis is still illegal in Germany, despite the growth of its medicinal market.  German law does allow for residents to have a ‘small amount’ of cannabis, but this amount is not consistent and can vary between 6-15 grams depending on location. Sale and supply crimes are predicably illegal, with prison sentences of five years or below for more standard cases, or up to 15 for more severe cases. Personal growing of cannabis is also illegal.

On the other hand, medicinal cannabis was legalized in 2017 in Germany, and since that time Germany’s medical cannabis market has become the largest cannabis market in Europe. Up until 2019, supply for this market came strictly from abroad as Germany was not cultivating its own cannabis. Now Germany is working to supply its own market, but still requires imports, en masse, from other countries.

New market for imports

Up until recently, the only suppliers of cannabis to Germany were the Netherlands and Canada. However, Germany didn’t want to be beholden to such a small number of suppliers, and (BfArM), the German Federal Institute for Drugs and Medical Devices, authorized Germany to receive imports of cannabis flowers from other countries like Spain, Portugal, and Denmark. In fact, Germany now works with at least 30 cultivators, which has greatly improved Germany’s supply situation, and greatly increased the German cannabis flower market.

Germany isn’t just looking to European countries and Canada for supply though. In late 2019, Portugal received an initial shipment of 1,000 kg of cannabis flowers (high-THC). The shipment was very secretive in that the final destination for the product, and the buyer, were kept private, while the shipment itself was actually done legally. According to the customs documentation, the exporter was licensed producer Fotmer Life Sciences, and the deal was for $3.2 million including all related costs. The final destination didn’t seem to be Portugal though.

As it turns out, more recent news has pointed to Germany being the final buyer. Apparently, Tilray, a Canadian-based producer which now operates in many countries, started offering Germany high-THC flowers as of September 30th of this year. Tilray’s director of government and public affairs in Europe, confirmed to Marijuana Business Daily that the shipment was indeed grown by a 3rd party in Uruguay, that it was imported through Portugal via Tilray’s subsidiary in that country, processed there, and then shipped to Germany.

Part of what makes this story interesting is that the supplier – Fotmer Life Sciences, is not EU-GMP certified, meaning it is possible to import non-EU-GMP certified products to Germany through the right avenues. In this case, processing through an EU-GMP certified facility in Portugal made it possible to pass onto Germany. It also makes it look like Germany will go to some interesting lengths to import more flower (maybe particularly high-THC), and that it’s willing to bend the rules to do so.

Who are some of the big players?

Right now, Canada is home to the biggest companies to export to Germany, or run facilities under subsidiary names there. Tilray is a big one, with name value the world over. It operates in Germany along with Canadian-based Canopy Growth, Aurora Cannabis, Maricann, Northern Green Canada, and Cronos Group.

One of the newer companies to join the Canadian satellite cannabis team is Aphria, which claimed to make its first shipment of dry flowers to its subsidiary in Germany, CC Pharma GmbH, earlier this month.

Clearly Canada has a good hold on Germany, but imports do, indeed, come from the Netherlands, Uruguay – apparently via Portugal, and Spain, through Spanish producer Linneo, which provides cannabis flowers to Germany as well as Israel and the UK, though under different names. Medical cannabis producers in other countries are also trying to get in on the German cannabis flower market. Producers in countries like Colombia, Australia, Lesotho, Malta, Greece, and Denmark are also looking to get their products into Germany. How much money these companies can make in the future, might create a challenge though.

What about wholesale pricing in Germany?

So, how much does cannabis cost in Germany wholesale? In November of 2019, the German Federal Government agreed to buy no less than 650kg of medical grade cannabis flowers from local cultivators at the price point of €1.5 million per quarter of product. This, in turn, sets a standard for average wholesale pricing at €2.3 per gram. This low price is an indication that medical cannabis companies probably won’t be able to attain the high margins that such companies have been seeing, prior to this designation being made. It also means that theoretically, prices should be kept low for German citizens.

To give an idea of the difference… retail prices for medical marijuana in Germany are as high as €20/gram right now. This is mainly due to a mandated 100% markup by pharmacies, not enough global suppliers that meet EU-GMP standards, and a domestic cultivation license that was only finalized after many delays. The new price point, along with bringing in new exporters, is important in bringing this price down.

Who will grow domestically?

Three different companies were picked to locally cultivate this cannabis for the government. Aurora Produktions GmbH – a subsidiary of Aurora Cannabis, Aphria Deutschland GmbH – a subsidiary of Aphria, and local Germany-based Demecan GmbH.

Pricing in medicinal markets is generally much lower than recreational markets where larger taxes are added on. But it does beg the question of how enticing the market will be for domestic growers (and importers), if they can’t inflate their costs to bring in more money.

The three companies that won the contracts to grow for the government will provide packaged cannabis flowers to BfArM. The German government has indicated that it will institute an application process for distribution in the future. What this means is that domestic growers and producers won’t be able to actually sell directly to pharmacies, even with established distribution channels. They will instead require a distribution license.

Weirdly, this just slows down domestic products hitting pharmacy shelves, and promotes Germany importing more. The German cannabis flower market, in fact, is expected to continue relying on imports to cover demand, which makes the aforementioned license for distribution for local cultivators…a little strange. Almost like Germany would prefer to import.

Conclusion

Germany’s medicinal cannabis market, and specifically the German cannabis flower market, is getting bigger every day with tons of countries vying to get their products through German borders and onto pharmacy shelves. Germany wants to import so badly, that it even seems to be going through semi-sketchy means, sending non-EU-GMP certified product through other EU countries in order to access more flowers!

On the surface, Delta-8 Flowers are obviously cannabis flowers that are high in Delta 8 THC, but past that it gets a bit more complicated. Are they marijuana or hemp flowers? In what form is Delta 8 present in the plant? And what’s the market for this type of product?

Although good old fashioned flowers will always be the industry’s cornerstone product, specialty items are increasing in popularity and there’s always a new weed-related trend on the horizon: Enter Delta 8 THC Flowers – taking classic flowers to a new, and technically legal, level.

Delta 8 THC Flowers, which can be processed into prerolled joints, cigars, and concentrates, are very different what you would find at a legal, walk-in dispensary or delivery service. In a storefront, you’d be looking at marijuana, which is the type of cannabis that’s high in Delta 9 THC. Delta 9 is the standard THC associated with the psychoactive effects of marijuana.

Delta 8 flowers, on the other hand, are not marijuana at all. They’re actually hemp flowers infused with Delta 8 THC. This innovative new product is very much in demand in the United States, and it’s starting to hit the radar of some other markets across the globe.

Delta 8 vs Delta 9

From a chemical standpoint, Delta 8 THC is very similar to Delta 9; Delta 8 has a double bond on it’s 8th carbon chain, as opposed to Delta 8 which has it on the 9th. In the raw plant, Delta 8 is only present in trace amounts. To get the full effects, Delta 8 must be extracted from either high-THC marijuana or low-THC hemp.

Much like every compound found in cannabis, Delta-8 has quite a few medical benefits, some unique to this cannabinoid and some the same as others in the plant. It has only recently made its way into the mainstream in the U.S., but Israeli studies on Delta 8 THC date back to the early 1970s when Raphael Mechoulam was in the early stages of his comprehensive medical cannabis studies.

As far as effects go, Delta-8 is on par with Delta 8, albeit not quite as intense, and without the paranoid, anxious effects. This makes it a suitable option for cannabis users who have issues with the anxiety produced by Delta 9.

Is it legal?

The ability to source Delta-8 from industrial hemp – as opposed to marijuana – created a legal loophole that allows it to be sold by online retailers in the United States. Although there was no mention of Delta 8 specifically, it was the 2018 Farm bill that inadvertently allowed for Delta 8.

According to the bill, also known as the Agricultural Improvement Act of 2018, “All derivatives, isomers, and cannabinoids in hemp are legal provided that the final products contain less than 0.3% delta 9 THC.”

This was further updated by new rules in the summer of 2020. The first bullet point of this update reads as follows: “It modifies 21 CFR 1308.11(d)(31) by adding language stating that the definition of “Tetrahydrocannabinols” does not include “any material, compound, mixture, or preparation that falls within the definition of hemp set forth in 7 U.S.C. 1639o.”

Again, the language doesn’t legalize Delta 8 outright, but it solidifies the fact that any substances extracted from legal industrial hemp are not categorized as “THC” by U.S. law.

When it comes to the online cannabis industry, a grey area is as good as legal and once the consumer demand became apparent, retailers were quick to hop on board. Currently, Delta-8 is ILLEGAL (with specific laws in place against it) in the following states: Alaska, Arizona, Arkansas, Delaware, Idaho, Iowa, Mississippi, Montana, and Nebraska. It can be legally shipped to any other one of the continental United States and Hawaii.

Naturally, this is always one of the first questions that arises when any new cannabis trend makes the rounds – is it good for business? Although things in the cannabis industry are always subject to change, for now, Delta 8 flowers are a very promising investment and it seems this will continue for quite some time.
